TThe DR Congo in general and the eastern provinces and in particular North Kivu have experienced atrocities in several forms and this dates back a very long time; the consequences of these atrocities put local populations in a state of acute fragility with significant consequences: reduced mobility, loss of means of subsistence, lack of access to basic resources, abandonment of families, theft; repeated rapes, kidnappings, children dropping out of school, child prostitution, early marriages and unwanted pregnancies, exploitation of minors etc….

In order to provide humanitarian responses to the needs of the suffering population, it is desirable to carry out this Action Plan (AP) to enable WHG to respond well to the interventions (responses) and allow the populations to express themselves freely in a framework to appropriate and prioritize their needs according to different areas; it is in this sense that a mission must each time be organized before the intervention in an area to release the needs and prioritize them to constitute this community action plan.
